Although the turbo CIS system is not exactly my specialty, the basic 
deal with FV based mixture systems is that it should *always* be buzzing 
while the car is running.  If it turns on and off, ie, buzzes 
intemittently, it means that the static mixture is probably way too rich 
and the ECU can't run a low enough duty cycle at the FV to compensate, 
and so actually turns it off while struggling to get things "adjusted."
