Low temp/no temp (CEL on after 20 mins)

Sounds like your engine might have stuck open
thermostat.

My '93 100 ran cooler (than most cars I have owned)
during the summer and fall after purchase.  When the
cold weather hit, I got the same CEL error you had,
every day it was cold outside.  Don't have the codes
right here, but there is a CEL fault generated if the
engine does not reach a minimum operating temperature
after about 18~20 minutes of operation.

The temperature sensor for the ECU is not the same
exact unit that feeds the dashboard temp gauge, nor
the same one that operates the cooling fans.

Are you getting adequate heat?  When I changed the
timing belt/water pump & thermostat the following
spring, not only did the fault go away for good, but
now the car gets warm pretty quick.
