CQ Bumper Repair

It seems as thought someone bumped into the shroud that wraps around the
rear bumper on my '90 CQ.  There's not a single mark on the paint, but the
shroud's cracked completely through at the upper corner near the forward end
of the collapsible section of the bumper.  This is on the horizontal portion
of the shroud (Is there a better name for it?) where it's at its narrowest.

Has anyone had good luck with any means of repair of this plastic (What
material is it?) shroud?
