VAG ? (NAC)

Sorry for the non-Audi post, but it's VAG-related.  Want to disable the
day-time running lights on a 1999 New Beetle.  Got tired of replacing
low beam bulbs about once a year - whoever's done it knows it's a major
PITA with "sofot-kaputt" (instant breakage) parts, requiring nearly
surgical precision.  Can't find anything in the Bentley for the car,
wish there was a relay, fuse, something...  Thinking of fiddling with
the hand brake - it turns them off when applied and on when released. 
Any ideas, BTDT's, info amongst you guys/gentlemen/ladies will be muchly
appreciated.  BTW, is this thing - day-time running lights also a USA
phenomenon?
