Hella AUX headlights: placement?

I don't have fog lights, but I'll give you my 2 cents anyway.
Fog lights should be mounted low, so that in a fog the light
is reflected away from you, not back to you. And unless
you like the rally look, mounting them atop the bumper
would look ... different.  I'd mount them low, on a strong
portion of the bumper (you don't want to mount them to
a flexible section, or you'll have light bouncing all over
the place).  I'd get some metal strapping, bend it to 
conform to the lower bumper angle, and mount the lights
to that. I'd also use relays to power the lights.
