Idiot drivers

I got a ticket once years ago for having snow built up on the plastic
window of a convertible, despite the fact I had two exterior mirrors clear
to see to the rear.  That was the ticket: obscured rear vision.  I didn't
want to damage the convertible window.
I wonder if this driver deserved a ticket for 
an obscured brain....
