That is what I always thought those numbers meant, yes.  I'd say, go for 
the 4 foot, at least, and leave one end "unfinished" until you are done 
bending the tube, in case you take "longer" to get there.

I don't know how practised you are at bending up brake and fuel lines 
and such, but if I were doing it, I'd get some "play" tubing and get 
used to how to make it like what I wanted first.
