I don't know what it is for, but it should be sealed.  I'm sure welding
is fine - I think that is what I did.  Maybe it is for an air pump or
something on some version of our cars.  Maybe it is for a test of some
sort, but there is already an exhaust sniffer tube mounted in the manifold.

It does make quite a nasty ticking when it's open.
