Hi Nate,
New injector seals are nice to have. As far changing them, no you don't have to pull the manifold. "Just" remove the hold-down bar and pull them out of the head. However, this can be difficult without the proper tool. If your old seals are hard, this can be a challenge.
The tool for this is only like $10, and can be found at an import parts store usually. I had to buy another one as I'd misplaced my first one. This let's you pull on the notch in the injector with a screwdriver. Without the tools, if the injectors don't come out by pulling on them with your fingers, it can be hard to do it without damaging them.
The way I've done it that seems to work is to put the screwdriver through the slot in the tool, and put another bar, such as an offset box wrench, across the screwdriver underneath it. Then you can lever the screwdriver away from the head using the crossbar, against the head/valve cover area.
When you pop them loose, be sure to pull them out as straight as you can. Loosen the braided fuel line from its brackets to allow you to use all of it's play to accomplish this. Otherwise you might snag the tip and possibly pull all or part of it off in the head. Or, I suppose you can remove the lines from the injectors, just thought of that. I may have done it that way too.
As far as changing the seals, there's a tool for that too. Basically it's a tapered cone for rolling them onto the injector over the tip. A technician suggested just pulling the tip off using some pliers, putting the fat green viton seal on, and then putting the tip back on. I guess that can be done too, I haven't tried it.
Without the intallation tool or pulling the tips off you can get them back on, but around the fourth or fifth one, your hands will be very tired of trying.
My advice would be to buy the puller tool, leave the lines connected to the injectors, and try the tip removal/installation method for swapping out the seals.
Just think about all the labor cost savings, as far as justifying the tool purchase.

The question I have is.... I can replace these without taking the intake
manifold off right? I should be able to take the holder bar off, and then
one by one pop the injectors out and replace the bushings and pop back in.
The reason I ask, is you here horror stories about bushings getting stuck
and having to fish them out. How hard is it?
