Bilstein's: NO the directions say NO.
Bilstein's use no bumper stop as its internal (part of the funny wide insert
you see)
They also need a special tool (supposed to come with them) to tighten the
new
screwed retainer ring that comes with the Bilsteins.

Boges and others?
The thinking is to put a little oil in the strut before the cartredge
goes in, to help "disapate heat" from the insert during driving.
The oil fills the air gaps between the cartredge and the insert.
Boges and OE inserts install quickly, reusing all the parts you
disassembled.

Since you cann't compress a liquid,
too much oil in the strut will not let the cartedge seat fully to the bottom
of the strut.

Bilstein's are consturcted "upside down" from conventional inserts.
Hence the strategy won't work.

Any other well versed person may superceed what I say.
