Sounds like the altenator. Put a load on the battery
with the engine running and see if the voltage drops.
If you have a new voltage regulator, I think your
altenator is kaput. BTW, IF you are close to a
shop that installs batteries, (i.e. if you think
you can get there and back on your battery),
go there and have them load check the alt.
