Rear Fog Lights

I've not heard of rear fog lights before (color me "newbie green").  Having
a strong dislike for getting tail-ended in foggy conditions, I have a few
questions:

1. Do they install in pairs?
2. I'm assuming that they're red?
3. Are they legal in all states?
