They never come, and should never be installed in pairs.  I've always
seen them mounted on the left on LHD cars, I wonder if they're mounted on
the right in RHD models?  The rational for one light only, I suspect,  is
that as a pair they could be confused with brake lights, and that they'd
be a little too bright in pairs. Some of them can be quite bright, even
on a clear day.....which is usually when they're the most annoying.
Volvo drivers around my neck of the woods seem to be absolutely clueless,
driving around with the rear fog on 24/7.
I don't know if they're specifically addressed by any state motor vehicle
laws in the US, but just about every foreign country I've been to has a
very specific visibility range where their use is permitted.
