Do downpipes deteriorate?

Yes, that is very well the noise you're hearing, its not due to
deterioraiton, but free flowing downpipes are noisey. Don't know what car
you have, but on the 4kq triple DP it makes all kinds of pinging and tanging
noises, kinda like you'd hear on a small block chevy with tube headers. The
hollow cat does make its share of annoying noises though, definitely address
that and the sound will improve.
