When I rebuilt my coupe's CC years ago, I selected the pump to use form
my collection of 6 or 7 by seeing which one would suck the sevoe flat
fastest.  Times ranged from 15 to 90 seconds, to "couldn't do it".

Since electrical stuff like that (motors, solenoids, etc) tend to run
worse in the cold, maybe yours is one of the tired ones.  You might also
want to check the connections to it and elsewhere in the system for good
continuity, cleanliness, etc.
