Then this means your ECU isn't really controlling the differntial pressure
regulator (oxygen sensor bad or disconnected?  ECU not getting power?
check fuse in fuse/relay panel position 24 (second one from the right
of the horizontal row, near the edge).  It's the only one in that row
which is not a "spare fuse".
