I would venture to guess that your idle switch is bad, and shorted
constantly. CIS kills the fuel above 1200-1500 or so rpms when the idle
switch is closed - since it means you took your foot off the gas.

when you unplug the CPR, at warm idle, since its "rest" current is 0 mA,
nothing changes. But now you have removed the computer's way of killing
the fuel.
Try unplugging the idle/wot switch connector and seeing if, other than
probably a high idle, it works properly.
