Timing question

I just changed the timing belt on a I5 engine. I just wondered if the
dot on the cam gear is supposed to line up with the head or the cam
cover? It will be a small difference, I lined it up with the head
because I had the cam cover off. Now I wonder if I should have used
the cam cover as a reference instead of the head.. Anybody know for
sure?
