Roof mounted antenna

I have a roof mounted antenna on my car. You can just see it on this

The antenna installed is a cellular phone antenna, which I don't need.
I want to install an antenna for digital radio reception (just 3"
tall) where this antenna is installed.

How do you access that part without re-glueing the roof lining? Is it
possible at all? If not, I'll just leave the cellphone antenna.. But I
just don't think that they installed a all-new roof lining when
installing that thing..
