Cold making my Audi (95 90q) very fuel thirsty

It's been 2-3 years now... huge concentrations found in some wells
around here.  So the 6 New England states and New York (I think) started
petitioning the feds to be allowed *not* to use the stuff.  The petition
seems to be going nowhere, fast.

The sad part is that all it does is (supposedly) help old, badly tuned
cars run cleaner in cold weather.
