the belt driven fan is on a clutch, so there is no load when the fan is
off.
and... the fan never comes on over 40 anyway
and... if you're tracking the car, the last thing you want to do is make
your cooling system "risky" to gain 1/4 - 1/2 hp.

remember how small an amount of power we are talking here. A belt
spinning a freewheeling pulley that is declutched?
