It should be illegal for mechanics, particularly dealer-employed
ones, to make such offers.

Unless they're planning on replacing both calipers, pads, and rotors,
I can't see how the job would cost $700.

Have the shop put it in writing(be absolutely clear that all parts,
labor, etc be itemized, and you want a specific description of the
cause) and get it faxed to you.  Let us know what shows up, and we
can figure out more of the story from there.
