No, that's simply a mileage counter that would turn on your OXS warning
light in the instrument cluster over an approximately 30K mile interval,
to remind you that the oxygen sensor should be checked and/or replaced.

I have never heard of the OXS counter box going bad, but I suppose it's
possible.  What's more likely is that the speedo cable(s) itself may
be broken, or had come loose from the transmission.
