Yes, but you should also see a 0 , but, factory spec is about 15-18 degrees
static advance, so if you set your timing light to zero advance, set the
timing to the line that says 18. Otherwise, set your timing light to about
18 and shoot for the 0 on the flywheel.

No, the CIS3 system does not use vacuum advance, its all accounted for in the
ECU maps, you're thinking of the earlier cars.
