All the banks I've ever dealt with have a bad check fee, charged to the
account holder depositing the check.  I've seen them as high as $25 per
check.  So it's far from free.

I do like the idea of making them spend money.  If you go to the
scamorama site, you can see where an enterprising Englishman got the Lads
from Lagos to send HIM 175 British Pounds.
