Slight Overheating of '91 Coupe

My '91 CQ has 102k miles. It usually runs quite cool with the temp gauge dial
resting somewhere between the bold and the thin lines on the left side of the
gauge.

With the AC off, when the temp gauge passes the first bold mark, the low
speed fan comes on for period of about a minute and then shuts off for about a
30 seconds, alternating as such. The high speed fan never kicks in. And the
temperature climbs close to the first thin line after the bold line, which is
unusual and new in the 12 years I've had the car.

With the AC on, the fan comes on at high speed and the temp gauge stays near
the normal mark, the first bold line.

Could it be the thermoswitch that is not allowing the high speed fan?
