Type 44 - front license plate bracket (US)

Could someone describe how the front license plate bracket is normally
attached to the bumper on a U.S. type 44?

I have the bracket and want to attach it, but I'm not sure how.  I think it
would be attached only to the plastic bumper cover, but I want to be sure
it will be secure enough that I won't have to worry about losing it.  I'm
thinking I could find something at an ordinary hardware store... but I'm
stymied.  There doesn't seem to be enough space behind the bumper cover to
use a toggle bolt.  Also, most expansion and toggle bolts are light weight
and I don't trust them to be secure.   I haven't taken the bumper off yet
... assuming I can do this with out taking that step.

Maybe I need to drill through the aluminum bumper bar and attach to it?

MAybe I need to visit the Audi dealer to get the correct hardware?

I've lived without the front plate until now, but recently someone across
the street  was ticketed for not having a front plate, so I guess I'm next
... I guess it's a symptom of  municipal budget deficit.
