Wheel cleaner?

The answer is: Krud Kutter!

This stuff works pretty good, better than anything else I tried. I put it on
straight, let it soak for a few minutes, then went at it with a stiff nylon
bristle brush, keeping it wet with Krud Kutter. When I was done I washed the
wheel off with a little car soap and water. I was able to get everything off
except for a few tiny black spots, which I'm sure I can touch up with a bit
more elbow grease.

Quick update: finally found the mystery product I was looking for: Krud
Kutter. Will report on how it works.

The pumice-cleaner idea is still intriguing, though.
