Hi Cade,
I would forget the on-line person and go to a local auto paint store for some
personal attention.  Let the paint shop guy help you.

I used a local PPG paint formulator and used the DBU basecoat/clearcoat
system.  DBU literature says a flex additive is not needed.  Don't remember about
the primer or the clear.  One quart of formulated base coat was about $45.  You
can use this paint for your bumpers.  Remember you need a flexible clear coat.

You need to get that spoiler baby-ass smooth before you paint it.  Otherwise,
you'll see every imperfection.
