It seems to me there there must be something plugged in the system. I
would start at one side of the system and track it back from there. For
instance, pull the injectors and manually lift the plate to see which,
if any, have adequate flow and pressure. Then pull off the injectors and
run the same test out the end of the lines. Then at the fuel
distributor. Take measurements at the outlet of the fuel filter, then
inlet.....just work back until you find the location of the blockage.
It's certainly not a fast method, but should give you lots of data about
the problem.

And of course, you could start at the fuel pump outlet too and work
forward....
