Throttle Valve Dashpot Question

I always suspected that these were on the 10v turbo cars because they did
not use a bypass valve. The little dashpot slows the closure of the
throttle plate so it does not slam shut as fast which might result in a
smaller boost spike between the turbo and the throttle body.
My other theory about these little dashpots is that they are an attempt to
help match shift points by keeping the engine speed higher for smoother
upshifts. This theory would address naturally aspirated as well as turbo
cars.
Whatever the original intent, I am not sure I see a lot of value in them
now.
