Sounds like the column tension spring is not set correctly, often because of
a missing clamping washer (N 901 824 01). This is a self-grip washer that
binds on the steering column and retains the spring. It's a one-time
fitting, once removed it will very rarely grip again and as it's a safety
related item it should always be replaced.

Clamp the two halves of the column together with locking pliers and then fit
a new clamping washer - I find that using a deep socket and a light hammer
to drive it on works. Don't compress the spring so much that it becomes
coil-bound, just enough to put firm tension on the column.
