I have been told that the oil promotes heat transfer from the damper
insert to the exterior of the strut tube.  Dampers make heat in the
process of slowing the motion of the suspension as it travels.

Also, it obviously reduces the potential for corrosion of the insert and
the interior of the strut tube.  It is not fun removing a strut insert
that is corroded into the strut tube.  BTDT on my old 1984 VW Rabbit.

Oh, and I was told once that if you use Bilstein strut inserts you should
not use oil in the strut tube because Bilstein uses an inverted design and
the oil can get sucked into the Bilstein somewhere where it is not wanted,
causing problems with the shock.  I have not verified the validity of this
advice.
