The crank is at TDC when the #1 piston is at it highest in the bore.
This is easy to determine pretty accurately by pulling the plug and
letting a small dowel or screwdriver ride on the piston face while you
turn the engine by hand. When this coincides with the #1 valves being
closed (both cam lobes "up") it is TDC in terms of crank *and* cam
timing, since the piston is on top twice in one camshaft revolution.
To test your relative success, install the timing belt and then rotate
the engine through a full 720 degrees, gently, to check for piston/valve
contact.
After you shift the engine to a hoist, pre-installation, you can install
the flywheel and check once more that you got all your TDC points in sync.
