There is no "Brazilian" plate per say.  In Brazil as soon as the paper
work goes through on a new car, you get a plate made in whatever size you
need, be it a Euro plate, American size or whatever fits, they're custom
made by private companies.  After it's ready you take it to the "DMV" or
local police and they affix the plate to the car with a tamper proof
metal seal and cable.  The plate stays with the car for the life of the
car after that.
