Tech inspection WAS Exploding rotors

Tech inspection(s) usually don't pull the wheels off to inspect the rotor.
Just a quick look at the pad thickness/dust boots.
Say the rotor(cracks)stopped just under (to be covered) by the brake pad?
No visual would catch that.

There is obvious cracking- why didn't someone catch this during
trackside tech?
