A marine grade heat shrink is available with an adhesive/sealant that melts
as the tubing shrinks making an impervious connection.
I usually use several layers of regular heat shrink tubing. I coat the
connection with "liquid electrical tape" (sold by Star Brite for marine use)
then slide on and shrink the first piece then a second coat of the "liquid
electrical tape" over the ends the shrink boot and a second longer piece of
tubing. I use this splice on bilge pump wires that can end up immersed in
salt water. You could substitute oil resistant permatex for the liquid
electrical tape for oil leaks.
