how AC clutch cycles? AC thermostat checking?

I disassemble thermostat cleaned contacts, put back together and now it is
clean 0Ohm. Tested on ice cubes - works right:
0 Ohm when out of ice,  infinity in ice.
Put it back on the car, run 10 min - no cycling.  Disconnected wires -
clutch is off.
Conclusion:  10 min is not enough to cool evaporator to 28-35F at 90F
outside.
AC blows very cold air,  I did not find thermometer to measure.  Hmm.. Maybe
I did not charged system enough.
Is low pressure 30-32 psi is good enough?
