I think the key to "pretty" wheels, if they are important to you, is
right there.

Instead of spending your time fighting to remove junk from them, spend
it waxing them.  Then when they are getting dirty, it's just the wax
getting dirty, and you can clean it all off easily and repeat the
waxing.  Preventative "maintenance"...
