That is correct.

the one on the bottom is for the CIS-E.

on earlier CIS cars, it is in the pipe leading to the heater core hose.

On the type 89 (80/90/Coupe '88-'91...) the MFS is on the bottom of that
neck and the CIS-E3 sender is on the top.
