It was optional here in Holland. I remember a very innovative commercial
from the late '80s where the principle of the system was explained using a
'model car' made from a matchbox with a paper clip bent in the shape of a
steering wheel and a bit of string simulating the cables. The matchbox had
the four rings on the front and was opened up. When it hit an object, it
would slide to a closed position and the bit of string would make the
steering wheel retract. Very clever and simple, made a lasting impression
on me.
