On the type 81/85, it's a part of the wiper/washer stalk switch. It is
easily replaceable. Just remove steering wheel (center the wheel, pull
off horn pad and remove the big 24mm nut), and you'll find some screws
that secures the switch to the column.

If I recall, simply remove the front bezel of the instrument cluster pod
and the switch is held in there via plastic tabs. Carefully pry out
and disconnect the wiring plug.
