I'm not sure which car you're dealing with, but my URQ has been doing this
since we went to the "Oxy winter" fuels. We are supposed to get normal gas
after Feb. 28.
I switched my cold start which helped a great deal, by getting a connector
both male and female from a boneyard. I plugged the replacement female end
onto the CS valve, and made a pigtail with that male end that branched a
spare hot lead and connected the chassis wire loom connector to this male
end. This allows me to go back to stock with no permanent change. I wired a
momentary switch to that hot lead and the hot terminal on the coil. It made
the car drivable again after 20 minute stops.
If your injector cooling fan works, and your fuel pressures are to spec, it
should be fine after the "Oxy fuels" are gone for summer.
Not everyone agrees with me on this, but I contend that the winter fuel boils
at a lower temp and presents us turbo owners, with systems that barely skirt
this issue on a good day, with a difficult situation.
