Penetrating Oil if you have the time and patience
or
Torch if you don't.
Also, did you try to bang the bolt with a hammer. The vibration of the impact
sometimes help.
Talking about the jack, it seems that you did the trick of lifting the car by
the handle of the ratchet, if not, try it. It sometimes work, but be very
careful. It's not stable at all. When I have to do it, I chase with another
jack, so it will seat on the second jack if it something break.
