Hi Ceci,
	If you mean "lowering the lever" to be the e-brake lever inside
the car you should first check to see that the bound-up pads are caused by
frozen e-brake cables. Check this by 1. pull e-brake lever all the way up,
2. Look at the little e-brake lever on the shaft sticking out of the back
end of the rear caliper (follow the e-brake cable to its end to find this)
3. Note how far it is rotated toward differential, 4. Now get in and
release the e-brake lever, 4. Recheck the little lever to see that it has
rotated toward the rotor, if not push on it or get a pair of waterpump
pliers on it to see if you can pull the stuck e-brake cable out of its
casing. 4. Repeat this on other side. 5. Don't re-apply e-brake until you
clean out the cables.
