head bolts

I scrambled the valves on one of my 5TQs.  Timing belt broke.  (I know, I
know ... always change the belt!!  But this one only had about 45K on it).

The Bentley Manual (page 15.4) says

"Do not retorque polygon cylinder head bolts at 1000 miles following
repairs.

Polygon cylinder head bolts can be reused after making repairs and do not
have to be replaced."

Is this correct?  My local Audi dealer (who is very good and very reliable)
thinks these are stretch bolts and must be replaced (for $90cdn).

I assume a "polygon bolt" is the one with the 12mm 12 point socket head?

This job is terrible.  Every bolt on the underside of the engines is seized.
(I am switching heads from my parts car)  I have already broken two exhaust
manifold studs and have a couple of rounded off manifold nuts so I am
removing the head, exhaust manifold, turbo and front exhaust pipe as a unit
so I can get at the lower manifold studs.

Does anyone have some advice?  Also need tips on removing the broken
manifold studs.

What really annoys me is we put anti-seize compound on every bolt we remove
and never have another problem.

What a pain.
