temp sensor or thermostat?

Ever since I owned my CGT (over 4 years now) I've been changing
thermostats. The damn things never seem to work properly. And again,
it seems due for a change: the temperature gauge stays well below 80
degrees C when driving.
Strangely enough, the oil temperature stays normal: 110-130 degrees C
at highway speeds. Also, the fan kicks in at 80 degrees. Which
puzzles me, since it should come in at 92 if I recall correctly.
Maybe it's not the thermostat this time, but the sensor or a ground
fault? What resistance should the sensor have? Car is a 1985 CGT, KV
engine, two-terminal temp sensor on the upper flange.
