Yes- blinking usually means 'serious fault', though it may just blink
with any code...but in any case, there's an excellent chance the
airbag won't deploy if you had an accident in the meantime.

To answer part two... 'unknown' - your question is sorta like asking
"the car won't start, any idea why?" :-)  If you had a 200q20v, I
could tell you about the airbag sensor recall they had a while back
for 200q20vs, but I have no idea if there was an airbag system recall
in the V6 90's.

Either find a friend with a scan-tool(VAG-COM for example...here are
others, including one that is Palm Pilot based) or take it to a
dealer or VW/Audi independent mechanic.

Airbag system repairs are best left to the guys who got training on
airbag systems- ie, not you!  Airbag systems are fussy, need to work
perfectly, and the airbags are explosive.  Fussy explosives and
zero-tolerance-for-failure systems are not for the DIY'er, and it is
one of the few systems I advise almost anyone who posts to the list
about them, to get fixed professionally.
