98 Audi A6 Quattro Only can program one remote

We have used VAG 1551 and followed procedure
Adaptation 01-106 and 107
Function cannot be carried out is only result.

Following 01-101 and 01-102
cannot get second key to match in measuring block 007 window 3 can only
get 1000  vs desired 1100 to program second key.
We have tried multiple remotes and can only get one to program.

Any help appreciated
