'91 CQ Fails Emission Inspection

My '91 CQ is stock and has 101,000 miles. It passed inspection two years a go
with extremely HC and CO.

Two years later, and the CQ failed due to HC/CO emissions and a bad gas cap.

Any thoughts on what I should look at first with HC/CO.
